This is currently an Home Energy Efficiency Programme (HEEPS) being carried out throughout Scotland which is part funded through Energy Company Obligation (ECO) measures. The works in this instance are centred around the installation of external insulation on homes identified as living in fuel poverty and which are of a suitable construction, typically "no fines" concrete or solid brick.

A fuel poor household is defined as one which needs to spend more than 10% of its income on all fuel use and to heat its home to an adequate standard of warmth, generally defined as 21°C in a living room and 18°C in all other occupied rooms.

Typically the U-Value (a measure of heat loss) will be enhanced from 2.25W/(m²K) to 0.3W/(m²K) dramatically reducing heat loss through the walls. With the addition of the external insulation it should also reduce dampness/condensation across the construction.
